New state law draws praise from animal welfare advocates but ire from breeders

In an effort to protect the health and welfare of dogs and cats in large-scale commercial breeding facilities, a bill passed by the Texas Legislature and signed into law last summer now requires dog and cat breeders to be licensed by the Texas Department of Licensing and Regulation.
